The statistics ministry says its revamped monitoring framework shifts from output growth rates to access, quality, fiscal cost, utilization and affordability across six listed sub-sectors.
The Ministry of Statistics and Programme Implementation says it has launched a Performance Monitoring Dashboard for tracking infrastructure performance across key sub-sectors, according to a release dated 16 April 2026. The ministry states that PAIMANA was operationalised on 25 September 2025 for the mandated monitoring of Central Sector infrastructure projects, replacing the earlier OCMS-2006 system. It describes the dashboard as a step toward data-driven governance and evidence-based policymaking. [1] [1] [1]
According to the release, MoSPI monitors infrastructure performance across 11 key sectors covering 28 sub-indicators, including power, roads, railways, civil aviation, telecommunications and ports. It says the dashboard at present carries 116 indicators. The release attributes 49 to Ports, Shipping and Waterways, 29 to Civil Aviation, 13 to Power, nine each to Roads and Railways, and seven to Telecommunications. It also states that the framework was prepared with the National Institute of Public Finance and Policy and aligns with the Department of Economic Affairs' 2022 Harmonized Master List. [1] [1] [3]
The ministry describes the revamped approach as a shift from measuring sectoral output to assessing multi-dimensional performance across access, quality, fiscal cost and revenue, utilization and affordability. It says this categorization is intended to move beyond simple output tracking toward a more holistic evaluation enabling informed policy decisions and targeted interventions. The release lists selected sector figures, including civil aviation passenger traffic of 20.2 crore in FY 2025-26 up to September, a thermal plant load factor of 69.5% for FY 2024-25, 8.48 lakh telecom towers, 114.4 lakh FASTags issued, and rail passenger train kilometres of 835 million km. It says the dashboard will be updated quarterly, with the next update planned for 16 July 2026. It adds that these highlights are drawn from the new PAIMANA performance monitoring dashboard. Research coverage is limited to three captures of the same Press Information Bureau announcement, in English, Urdu and Hindi. No independent documentation, non-government analysis, or expert commentary was available, so no figure or claim could be elevated above attributed status.
