What India's Space Tech Transfers Actually Cover — and Where the Paper Trail Stops

ISRO documents show signed technology transfers for the SSLV and the IMS-1 satellite bus, with NSIL as the commercial arm. The record also shows shortlists, pre-bid meetings and a ten-agreement pipeline, not a handover of the agency.

ISRO's own accounts describe private participation as an evolving transfer of specific mature technologies, not a wholesale handover of the agency. In August 2023, ISRO transferred its IMS-1 satellite bus technology to Alpha Design Technologies, with NewSpace India Limited (NSIL) facilitating the agreement. The same announcement says the transfer marked the beginning of satellite-bus technologies developed by ISRO being moved to private industry, and describes the 100 kg bus as a forerunner to IMS-2. The most concrete launch-vehicle step in the captured record is an SSLV technology transfer agreement. ISRO states the agreement was signed on September 10, 2025 between NSIL, ISRO, IN-SPACe and Hindustan Aeronautics Limited at ISRO Headquarters. ISRO describes the SSLV as a three-stage all-solid vehicle able to place satellites up to 500 kg in low Earth orbit, and characterises the agreement as a milestone enabled by the government's space-sector reforms. The documentary build-up is more granular than a single signing. A Department of Space monthly summary for January 2024 records that expressions of interest for the SSLV transfer of technology had been evaluated, with six industries or consortia shortlisted as prospective bidders and the request-for-proposal in final review. A June 2024 summary records a completed pre-bid meeting for LVM3 production under a public-private partnership model, and says NSIL was in the process of signing ten technology transfer agreements with Indian industries. What stays inside the state is visible in ISRO's own institutional pages. ISRO describes NSIL as a wholly owned Government of India company under the Department of Space, responsible for enabling Indian industries to take up high-technology space activities and for commercially exploiting products and services from the Indian space programme. ISRO's listing of Department of Space centres and units continues to present ISRO centres, IN-SPACe, the CPSEs Antrix and NSIL, and autonomous bodies as distinct parts of the same structure.
